UPDATE!! I have done some more work on my clear taillights and here are the pics so far.
Here is a pic of the light after I re-chromed the inside surface and one of just the lens as they were before.
This is the one I am done with right now. in the same two views as above. At this point I have 12 hrs just in this one lens.
I am also installing LED's in place of my regular bulbs to increase the safety factor as well as try to make them legal again with an updated look. I bought an LED trailer light kit and just used the parts I needed from it. I need to buy another but money is tight so the second set comes later. Here is what I started with and what I actually used from it.

Due to requests, here is a basic rundown or what will be needed.
To do them the way I have them you will need lots of sandpaper in grits from 220, 320, 400, 600, 800, 1000, 1500, 2000, and if you can find it 2500 for a perfectly clear lens. Sanding the lens if you do both sides and the middle section will take you at least 48 hours if you go slowly so as not to gouge the plastic lens too deep. You will need several rolls of chrome tape. I have gone through 3 so far and need 1 more. I like the kind that is roughly 4 inches wide and a few feet long that you can find at Autozone, Advance Auto Parts, or Checkers type places usually in the same area as the little rolls of pinstriping. The LED's are just your basic trailer LED kits. I got mine at Advance Auto Parts for $50 a pair. Everyplace else sell them for $70 a pair. Here are some pics of the LED's I bought.
The kits come with 2 lights, a bunch of wire to wire it in a trailer and a license plate holder for the trailer. You will also need two electronic flasher units #EL12. One is for the turn signals and the other is for the emergency flashers. FAILURE TO DO THIS MAY RESULT IN A FIRE HAZARD. For Towncar's from 90-94 you will need this one
but in 95 the LCM or lighting control module controls it so I am not sure how you would go about working it on these models. Then of course you will need wire connectors, you need clear silicone glue to hold the LED board's inside the housing and also to hold the lens to the housing. I only have it in the factory glue locations for now which is center of the top and bottom since I still have a little bit to finish but once I get it all done I will run a bead of silicone all the way around the lens.
("WARNING!!!! I DON'T KNOW IF THIS IS LEGAL IN YOUR AREA. CHECK WITH LOCAL LAW ENFORCEMENT BEFORE ATTEMPTING. I ACCEPT NO RESPONSIBILITY FOR YOUR TICKETS IF IT IS ILLEGAL. I KNOW THIS METHOD WORKS PERFECTLY ON MY 94 TOWNCAR BUT HAVE NOT TRIED IT ON ANY OTHER YEAR SO YOU ARE DOING IT AT YOUR OWN RISK. I TAKE NO RESPONSIBILITY FOR YOU BURNING YOUR CAR DOWN BECAUSE YOU DID SOMETHING WRONG OR TRIED TO BE CHEAP ON SOMETHING OR NOT GET THE RIGHT PARTS. RESEARCH THIS FOR YOURSELF AS I HAVE DONE IF YOU DON'T FEEL 100% CONFIDENT IN YOUR ABILITIES. RICER'S PLEASE DON'T ATTEMPT ON YOUR CARS. IF YOU ARE IN FACT A "RICER" AND KNOW ABSOLUTELY NOTHING ABOUT WORKING ON CARS DON'T DO THIS. I WILL NOT TAKE THE BLAME BECAUSE YOURS ISN'T JUST LIKE MINE OR YOU DON'T HAVE A CLEAR LENS ONCE YOU BREAK AWAY YOUR RED ONE AND IT WON'T WORK. DO THIS MOD AT YOUR OWN RISK, I ACCEPT NO RESPONSIBLITY IF YOU CAN'T FIGURE IT OUT. NEED HELP? MY EMAIL ADDY IS POSTED OR YOU CAN LEAVE THE QUESTION IN FEEDBACK. I WON'T COME DO IT FOR YOU BUT I WILL GIVE ALL ASSISTANCE I CAN OVER EMAIL.
Here are some old pics of my clear tails and some other stuff. Enjoy.
Here is a pic of my front turn signals that I chromed the inside of to make them clear.

These are a few shots of my custom clear taillights.
Here are a few more.
Here is a pic with just the running lights on.

Here is a comparison of the brightness and appearance of the factory brake lights to my custom ones.
Last but not least, a pic a great person I met online helped me with. Megaforcer, thanks a million.
