Em 1976, a VW Brasil, sob o comando do presidente Rudolf Leiding concede autorização para que a equipe de projetos, chefiada pelo engenheiro iugoslavo Phillip Schmidt, inicie o desenvolvimento do "Projeto BX", para o lançamento de um carro compacto com motor dianteiro refrigerado a ar, aproveitado do Fusca. Entre as premissas do projeto estava o baixo consumo de combustível. O projeto viria a ser chamado de : Gol (o nome Angra também chegou a ser cogitado, mas foi descartado por lembrar as usinas nucleares de Angra dos Reis, projeto polêmico dos anos 70). In 1976, VW Brazil, under the command of president Rudolf Leiding grants permission for the project team, led by yugoslavian engineer Phillip Schmidt, start the development of "Project BX," for the launch of a compact car with front engine chilled the air, tapped the VW Beetle (here called Fusca). Among the assumptions of the project was the low fuel consumption. The project would be called: Gol (the name Angra also has been studied but was discarded by remembering the nuclear plants in Angra dos Reis (Rio de Janeiro), controversial project of 70s).

Tal como no Gol 1.6 vendido no mercado chinês, possui possui injeção eletrônica Bosch ao invés da Magneti-Marelli usada nos Gol nacionais.
