Actually, the specs you looked up are that of an 87 CRX, not a 91.. Much different dude. I would never own a stock honda before the year 1987, they seriously blow (IMHO). The actual time of the civic is around 16.5, just like yours, so it would probably be pretty close.

Horsepower isn't everything, you have to consider weight too... A 1991 Civic Hatchback Si weighs 2161 lbs (his isn't an Si, so its even lighter, moreless around 2000 pounds), compared to your 2881 pounds. So you think that just because a car has more horsepower, its faster? I think not. If we both had the same horsepower/torque, and I weighed 200 pounds less, I'd win. Why do you think people strip their cars for race? Weight is a major enemy. Think about it.

I looked up your specs.. a 1997 Pontiac Grand Am does a 16.5 quarter mile time..
