OK this page is just some pics of my Tahoe with the tail lights tinted black... They turned out really nice and it was easy to do.

To tint my tail lights, all I did was:
1-Remove taillights
2-Wet sand with 1500 grit sand paper, and clean off to make sure no grease or grim is on the surface
3-Tape off my reverse lights
4-Spray black tint spray paint onto the lights. ( I bought the spray paint at a hobby shop )
5-Let dry, and apply as many coats as you want to get the desired tint. I did three coats.
6-Wet sand the final coat with 2000 grit
7-Apply clear coat, I did 3 coats
Hint - You can wet sand the clear coat as well, and then just take 3M swirl remover to get out all the little scratches, and then you can wax and buff them.
I have had no problems with the law at all, because at night and when they light up they are completely visible.
Good luck
