Hey thanks for checkin out my truck. Your's is pretty sick too! And to answer your question you left - - No you don't have to take the bumper off to change/remove the fog lights, but it does make it a lot easier. Bumper is only held on with 8 bolts. It's easy to remove. 15 minutes tops.
