This truck started it's life as a 1989 GMC Sierra SLE 1500.
It has come a long way and I feel many improvements have been made.

I do like your plan,a little bit of chrome sets off a truck well, but going to far with chrome everywhere gets what we around here call "The Gatineau Package" fellas from Quebec go a little far ya know lol. As for the wheels, theres a guy in Toronto that buys them and imports them from places like California and Pheonix. His web address is http://www.wheelsplusimports.com,good prices on most wheels. He gives better prices than he has listed on the internet when you call him.when Should your truck be out of the paint shop?

I think gloss black is the way to go for shure, and with the Chrome wheels I think it will balance the truck nicely, when you paint it are you removing the door bumpers and leaving them off? or any other body mods? keeping the grill chrome? etc
