Hi, this is my RAV4, with everything stock, except me by the wheel. I haven't thought about power - tuning my ride, as there's rough way to go in our state - about 30% of our roads have asphalt on them, and, there of cause no such statistics, but my personal feeling is that only some 7 - 10 % of all roads have good, well maintained asphalt. Best tuning is installing a winch, in my opinion. :) Well, maybe it's not as bad, I still sometimes speed up to 160km/h on local highways.
