While the frame was being worked on underneath, the body guys decided to find hidden rust. Notice how they cut away part of the quarter panel-they had to do that. Since the Charger is a unibody, if they cut it right off the car would loose her shape. The frame is part of the shell which supports each other. There is no way you can do a frame off restoration on a unibody.
