Ok for the installation, as you see in the pics, I think that the easiest way to do it is marking desired slots location using masking tape and some friends to hold the valences in the right position.
To open the slots I use a small drill to open two holes at each side of the slot and a dremel to complete upper and lower cut. Maybe using a bigger tool, like a saw, you can do it faster, but I suggest making it in this way to get a better and cleaner valence-bumper match. Another idea is to make one slot by side. I mean one from the left side and after one of the right side. Start with the last of the right side and continue with the last of left side, check location with the valence, and go inside, check with the valence and so on. By this way you can obtain a really good valence-bumper match.
